Bahrain's Municipalities Affairs and Agriculture Minister Wael Al Mubarak announced the launch of a pilot phase for the Building Information Modelling (BIM) project. This significant initiative is being conducted in close coordination with the Information & eGovernment Authority (iGA), showing a collaborative approach to modernizing government services. The project aims to develop the building permit process, accelerate procedures, and improve the accuracy and quality of engineering data across the kingdom. Mr. Al Mubarak stated the project represents "a major step in the digital transformation of the urban development sector, helping investors and developers save time and costs, improving inspection procedures and enhancing the efficiency of the engineering and municipal system." This initial pilot phase will include government and private-sector projects located in key development areas: Diyar Al Muharraq, Salman City, and the Bahrain International Investment Park. The selection of these diverse locations for the pilot is intended to provide a full evaluation of the system's effectiveness across various types of construction.

Technology Integration and Aims

A core objective of the project is to integrate Building Information Modelling (BIM) technology with the existing Benayat system, which currently manages building permit applications. This integration is designed to facilitate the automated review of designs and verify compliance with engineering and planning requirements through the innovative use of three-dimensional digital models. By leveraging BIM's capabilities, the system will move beyond traditional two-dimensional plans, offering a more full and precise assessment of proposed constructions. The new system will crucially utilize spatial data, sophisticated three-dimensional models, and the full National Geographic Information Database. These integrated components are intended to support urban planning initiatives more effectively, enhance building safety protocols by allowing for detailed virtual inspections, ensure strict adherence to established construction standards, and significantly expedite the issuance of necessary licences and permits for development projects. This technological leap is expected to reduce manual errors and streamline the entire approval process.

Scope and Future Expansion

The Building Information Modelling (BIM) pilot project, currently focused on specific government and private-sector developments in designated areas, is intended for broader application across Bahrain. Officials plan to expand the system to include projects located in various other areas of the kingdom following the successful conclusion and thorough evaluation of the initial pilot phase. This strategic expansion aims to extend the benefits of streamlined building permit processes and enhanced data accuracy to a wider range of construction and development initiatives within Bahrain, ensuring consistency and efficiency across the national development landscape. The phased approach allows for refinement and optimization of the system before its wider rollout.

Government's Digital Vision

Information & eGovernment Authority (iGA) chief executive officer Mohammed Ali Al Qaed stated the project reflects the government's strong commitment to integration in adopting modern technologies. This initiative aligns smoothly with Bahrain's broader digital transformation strategy, which seeks to modernize government services and enhance efficiency across various sectors of the economy and public administration. The focus on integrating advanced technologies like Building Information Modelling (BIM) into the building permit process is a critical part of a national effort to streamline administrative procedures and improve data management for urban development. Mr. Al Qaed's comments show the government's unwavering commitment to leveraging technological advancements to support sustainable urban development and foster economic growth. The adoption of such sophisticated systems is expected to contribute to a more interconnected and responsive public administration, ultimately benefiting both citizens and businesses operating within the kingdom by fostering a more efficient and transparent regulatory environment.

Ministerial Statement

Bahrain's Municipalities Affairs and Agriculture Minister Wael Al Mubarak re-emphasized the pilot phase for the Building Information Modelling (BIM) project as a significant and transformative step in the digital transformation of the urban development sector. Mr. Al Mubarak stated it would directly help investors and developers save valuable time and reduce costs, while also improving inspection procedures and significantly enhancing the overall efficiency of the engineering and municipal system.
